Stanmeyer triumphed over nearly 100,000 images in the annual contest which is open to press and documentary photographers.
His winning shot, captured for National Geographic using a Canon EOS Mark III DSLR, shows African migrants on the shore of Djibouti city, attempting to get a mobile phone signal from neighbouring Somalia.
Stanmeyer won first prize of €10,000, plus a Canon DSLR kit.
The photographer, who works for VII Photo Agency, took the image with a 35mm f/1.4L USM lens, using an aperture of f/1.4 and shutter speed of 1/40th second.
The judging panel – who spent a fortnight poring over the entries – was led by Gary Knight, founder of VII Photo Agency.
The winners of each category collect €1,500.
A year-long touring exhibition of the best photos kicks off on 18 April in Amsterdam, the home of World Press Photo – a non-profit organisation founded in 1955.
This year’s submissions hailed from 132 countries.
